I don't really want to go buying new parts without knowing for sure if something is wrong. I am guessing it is probably a hardware problem, but I am having a really hard time diagnosing what it could be. I have tried scanning for malware and updating all of my drivers to no avail as well. I ran the chkdsk tool and the memory diagnostic tools and they both found no errors. Strangely this only seems to happen if it's over the desktop. When I move my mouse around on the desktop, the explorer.exe process jumps hugely in CPU usage. I am also experiencing input lag and mouse lag, and restarting is starting to take longer as well. As of the past day or so, my PC is suddenly experiencing microstutter every few seconds that seems to be getting worse with time.
